Pre-Bond Services

When Enterprise School District’s roof started leaking in 2018, administrators of this 400-student District in northeast Oregon realized it was time to pursue a bond program. Wenaha Group led a team to evaluate the District’s buildings, prepare and submit the Oregon Department of Education Facilities Assessment, and hire contractors to perform emergency repairs. In the winter of 2019-2020, Wenaha Group facilitated the District’s Long Range Facilities Planning Committee and connected the District with financial, legal, communications, and energy incentive resources to prepare for a bond campaign. The District’s pragmatic $4 million general obligation bond – focused on roofing, stormwater, deferred maintenance, safety and security, and accessibility – was approved by voters in November 2020 and matched with a $4 million OSCIM grant and other minor funding for a total project of $9 million.

Project Management Services

Wenaha Group continued to assist the district in a project management role following bond passage. With bidding occurring in 2021-2022, the district’s planned scope was severely impacted by industry-wide supply chain issues and inflation. Wenaha Group worked closely with the district and project team to manage scope to budget and created a phased schedule to support decision-making for budget management.
