Passage of the $3 million dollar school bond in the small town of Imbler, Oregon provided a once in a lifetime opportunity for the community to replace their crowded and aging elementary school. With a long list of needs and a very tight budget our focus on this project was to make sure every dollar was being stretched as far as possible. Using the CMGC process we put together a collaborative contractor and design team who shared our passion for providing the client a first class educational facility at a very reasonable cost.

The District passed a bond measure in the May 2018 election with the total program budget being approximately $207.9 million, consisting of a $199.9 million general obligation bond, a $6.2 million Oregon Department of Education (ODE) grant, and a $1.8 million seismic grant from the State of Oregon. The intended scope of the 2018 Facilities Bond Program includes two new elementary schools which will replace Hoover and Lincoln Elementary Schools, the replacement of 21 modular classrooms across the district’s elementary schools with permanent classroom facilities, the addition of multi‐purpose dining commons at four elementary schools, capital repairs district‐wide, safety upgrades district‐wide, and the modernization of teaching spaces district‐wide.

All the work is taking place within operating school campuses requiring complex phasing, intense coordination, and constant communication to ensure work is accomplished safely and on schedule without disrupting on-going school operations.

The Finley School District used the proceeds from their 2017 bond passage to perform district wide improvements to all their schools. The projects included the new CTE building, high school ball field upgrades, new concessions building, new parking lot, upgrades to the existing parking lot, renovation of the locker rooms at the high school, new HVAC equipment, upgrades to the fire sprinkler systems, flooring at the elementary school, roofing on the middle school, and repairs to other roofs throughout out the district.

This new $31 million K-12 school, located on the Colville Indian Reservation, was built under a unique partnership between the Grand Coulee Dam School District and the Colville Indian Tribe. It utilized an unprecedented funding arrangement by the State of Washington requiring close coordination with the Washington Office of Superintendent of Public Instruction (OSPI).

This 101,221 square foot steel and CMU building was placed on the site of an old elementary school, and adjacent to the existing high school. Site costs included improvements for the remainder of the 8.6 acre site and a 1200’ long retaining wall of height up to 22’. Near the end of the project, a construction budget surplus was utilized to provide new siding and roofing for the existing high school gymnasium complex, unifying the entire campus.

We are currently managing this complex, multiple site, simultaneous project bond program that addresses significant needs at every district facility. In order to stretch the bond dollars as far as possible we have developed a comprehensive program that includes eight separate bid packages, two design firms, and four different contractors using three different project delivery methods. The project scope includes a new replacement elementary school, new STEM addition at Wy’east Middle School, two seismic upgrade projects, major HVAC upgrades at several facilities, district-wide technology and security upgrades, modernization at the high school, athletic field upgrades as well as modernizing the alternative school facility and the district office. The scope also includes a long list of deferred maintenance items at every facility. Our project team has developed a comprehensive budgeting and cost forecasting process that gives all the stakeholders accurate, real time information on the cost detail of each individual project while also showing how each project affects the overall master bond budget. This tool has been invaluable in helping make solid plans and good decisions. One of the ways we’ve helped the District stretch their funds so far is our extensive experience maximizing the complicated SB1149 grant and Oregon Energy Trust incentive programs. We’ve also assisted the district in obtaining and managing multiple grants for seismic upgrades.

Wenaha Group managed all projects under the $38 million bond program that included two major new construction projects in addition to modernizations of nearly every facility in the district. Many of these projects were executed concurrently. A new 80,000 square foot K-8 school was constructed in Warm Springs under a complex partnership between the Confederated Tribes of the Warm Springs Indian Reservation and the Jefferson County School District. The $22 million dollar project was funded jointly by the tribe and the school district requiring close coordination and cooperation between all parties. The facility incorporated important historical and cultural elements. The other centerpiece of the bond program was the new 600 seat performing arts center located at Madras High School. This state of the art facility was constructed in an operating school campus which required extensive planning and daily communication to ensure the work could proceed without disruption to school operations and without sacrificing the safety and security of students, staff, and the public. Most of the district-wide improvements were focused on improving safety and security and increasing energy efficiency at all facilities. Our expertise in the complexities of the SB1149 process as well as our outstanding working relationship with the Oregon Energy Trust resulting in bringing nearly $10 million dollar of additional funds into the budget.

In November 2017, North Marion School District passed a bond for $42 million dollars. The school district has also received additional funds from bond proceeds, OSCIM and state seismic grants equaling another $11 million. Wenaha Group came on board in February 2018 and is working on initial designs and budget. The bond is for improvements at all four of the district's schools, consisting of safety vestibules and upgraded security cameras and intercom systems, a new CTE and classroom wing at the high school, roof replacements at primary, intermediate and middle schools, high school track replacement, mechanical upgrades at middle school, and new parking lots. Seismic grants include work in both high school and middle school gyms and lockers rooms.

All district facilities will also receive upgrades to classroom technology and HVAC systems. Additionally, facilities will be modernized to enhance safety and security.

A.C. Davis High School is an iconic and historic facility located on two city blocks in downtown Yakima. We managed a total modernization on the facility that was accomplished in several phases over a three-year period. Accomplishing this safely without disruption to school operations, on budget, and on schedule took a total team effort by everyone involved. The scope of work totaled over 300,000 square feet and included a combination of new construction and modernization. We facilitated an intense and continuous planning and communication process to allow the work to proceed efficiently while ensuring school operations could continue safely and without disruption. As with any complex remodel project, unforeseen conditions often required us to modify plans quickly which required a great deal of creativity and clear, concise daily communications. The planning and communication procedures we developed, as well as lessons-learned on this incredibly complex project, have served us well on many similar projects.

In July of 2014, the Joseph School District began a $1.97 million construction project to build a three classroom addition and an auxiliary gymnasium. The district had completed a facilities assessment and determined that due to a prior consolidation of the district’s facility space into a single K-12 campus that more room was needed at the current location. The new construction provides a 3,000 square foot kindergarten classroom wing off of the existing facility and a roughly 7,500 square foot auxiliary gymnasium that will also be utilized as a practice space. In addition to managing the construction process, Wenaha Group helped the district navigate their Oregon Department of Energy 1.5% Green Energy Technology requirements for the project.

The new Grandview High School will be a 204,000 square foot, two-story, masonry and steel building.  It will feature a central commons as well as an outdoor courtyard. We have had nearly continuous involvement with the Hermiston School District since passage of the previous $69.9 million capital improvement bond. Projects under the 2008 capital improvement program included a new 110,000 square foot middle school, two 60,000 square foot elementary schools, abatement and demolition of three schools, and a former hospital facility on district owned property. The scope also included the district-wide replacement of the phone and network system along with significant capital improvements at other existing school facilities. Nearly all the work took place within functioning school sites requiring meticulous planning and communication. In addition to providing construction management services, our team was also responsible for coordinating the furniture, fixture and equipment design, and procurement as well as logistic planning and moving coordination.

As the 2008 bond projects were nearing completion we were honored to manage construction improvements at Bulldog Stadium and Kennison Field, including installation of synthetic turf designed to accommodate soccer, football, and lacrosse and an updated track surface, designed with the intent of hosting regional sporting events. We’ve also managed the procurement and installation of numerous temporary modular facilities for the district. Currently we are assisting the district with updating their long range facility master-plan in anticipation of an upcoming bond measure.

This ambitious bond program touched every facility in the district. During the pre-bond process, Wenaha Group assisted the long-range facility master planning committee to identify district needs. Making every penny of the $700 million budget go as far down the list of needs as possible became our team’s primary focus. To accomplish this goal, we worked with all stakeholders to come to a consensus on a priority ranking of all needed improvements and built a cost tracking and forecasting system that provided a transparent and accurate means to make sound decisions as the bond program progressed. The work accomplished included two new 60,000 square foot replacement elementary schools on existing school sites as well as upgrades to safety, security, communication, and technology throughout the district. Extensive HVAC upgrades were accomplished that significantly reduced operating costs. The scope also included a $90 million modernization of an unused elementary school into an innovative early learning center that houses all services for birth through kindergarten under one roof. By aggressively managing the budget we were able to complete upgrades to the high school auditorium and some athletic facilities as well.

Wenaha Group also managed the property development for the student housing project. This entailed the development of residential building lots for student built houses and included all utilities and streets.  Lastly, Wenaha Group managed several parking lot repairs at various district locations.

We provided direct facilitation and support structures to engage youth, families, community members and elders, along with internal staff in the development of a PreK-12 Education Strategic Plan.  Over 140 student voices inform the processes and educational outcomes. Additionally, we assist with internal group processing facilitation so that long-range goals and sustainability of initiatives are held as accountability measures. Our partnership alongside key stakeholders helps to inform internal staff of the needs and supports necessary for creating strong educational sovereignty pathways.
